Article I - Name
The name of this organization shall be the University of North Carolina at Chapel Hill Campus Y. The name has evolved from past association with the respective national and world movements of the YMCA and YWCA.
Article II - Purpose
The University of North Carolina at Chapel Hill Campus Y serves as a center for student involvement social justice issues and volunteerism, as well as projects that support and develop the organization.As both a student-run organization and a department of the Division of Student Affairs, the University of North Carolina at Chapel Hill Campus Y is in a unique position of responsibility and opportunity. Our values are derived from academic, philosophical, political, and religious roots. These values shape and nourish our vision of social justice, which is at the core of the University of North Carolina at Chapel Hill Campus Y’s philosophy and therefore, action. By tradition, the University of North Carolina at Chapel Hill Campus Y has provided equal opportunity for all students regardless of race, creed, color, sexual orientation, gender, veteran status, national origin, religion, age, or disability.
We are part of a community that extends far beyond the scope of our offices. By thinking globally and acting locally, the University of North Carolina at Chapel Hill Campus Y serves to bring students information about the world and encourage action by providing opportunities and support for effecting social change in the community. On campus and in Chapel Hill, the University of North Carolina at Chapel Hil. Campus Y serves as a crossroad, bringing together townspeople, administrators, faculty, and students. Where the University of North Carolina at Chapel Hill Campus Y does not sponsor a program it often supports individual actions and the actions of other organizations, thus strengthening the sense of community. In the University, Campus Y acts as an instigator both in new student movements and in leadership development within the organization. The importance of cooperation and shared responsibility has been realized in our work as students with a wide range of interests and insight, who confront pertinent issues with help and encouragement from the University of North Carolina at Chapel Hill Campus Y.
Article III - Membership
As an organization, the University of North Carolina at Chapel Hill Campus Y must recognize responsibilities to its members; the ability to survive and grow depends on their spirit and participation. As mentioned in our purpose, this association welcomes and seeks to include in its members any and all persons.
Membership shall be divided into two categories: student members and sustaining members.
Section 1
A student member shall be defined as any person who is enrolled full or part time with the University of North Carolina at Chapel Hill and who actively participates inthe Campus Y and/or pays membership dues.
Section 2
Although we are primarily a student organization, we welcome and encourage people from the greater community: townspeople, staff and faculty pf the University, and any other supporters.These people will be defined as sustaining members of the University of North Carolina at Chapel Hill Campus Y.Sustaining members may participate in committees, attend Y-sponsored events, and/or pay membership dues.
Section 3
All registered student members are eligible and encouraged to vote in the election of offices.Membership registration must be complete two weeks prior to the election date.
Article IV– Executive Committee
Section 1
The Executive Committee shall be the highest decision making body in the University of North Carolina at Chapel Hill Campus Y with regard to all programs, projects, and events sponsored by the University of North Carolina at Chapel Hill Campus Y. The Executive Committee shall be composed of selected students and the Director and Assistant Director of the University of North Carolina at Chapel Hill Campus Y. The Executive Committee shall consist of two presidents, one male and one female, two treasurers, one male and one female, a Minister of Information, a Committee Coordinator, specified Executive Assistants, Membership Coordinator, Publicity Coordinator(s), Representative(s). All shall have equal voting power.
Section 2
The Executive Committee shall meet on a weekly basis in order to work together to address issues of importance to the Campus Y as a whole. These issues include, but are not limited to:
- Setting and implementing goals for the University of North Carolina at Chapel Hill Campus Y and evaluating the progress in reaching them;
- Promoting activism and education;
- Approving all new committees to the Campus Y according to Article 7 Sect 1;
- Organizing and presiding over the selection of the Cabinet;
- Setting, guidelines for the use of Y-sponsored funds;
- Approving the annual program budget;
- Planning Campus Y programs and events;
- Supporting membership recruitment;
- Organizing Campus Y elections; and
- Determining the fee for membership in the Campus Y upon taking office in the spring semester. There may be a differentiation between the amount paid by student members and the amount paid by sustaining members.
Section 3
It shall be the responsibilities of the Director and Assistant Director to:
- Meet with Presidents on a regular basis;
- Promote social justice education among members;
- Serve as voting members of the Executive Committee except in Executive Session;
- Assist in training and development of Executive Committee and Cabinet;
- Work with the Treasurers to prepare the annual budget; and
- Represent the Executive Committee to the Division of Student Affairs.
Section 4
It shall be the responsibilities to the Co-Presidents of the Executive Committee to:
- Serve as representative of the University of North Carolina at Chapel Hill Campus Y to the University, community, state, nation, and world;
- Pursue and work with campus, local, state, national, and international organizations that share the purpose and goals of the University of North Carolina at Chapel Hill Campus Y, or appoint someone to carry this out;
- Communicate and work with other campus organizations, or appoint someone to do so;
- Call and preside over all meetings of the Executive Committee, Cabinet, and the entire University of North Carolina at Chapel Hill Campus Y membership, or appoint someone to do so;
- Lead the Executive Committee in the creation of a goal statement to be shared with and adopted by a majority vote of the Cabinet upon their appointment with periodic evaluation throughout the year;
- Organize and preside over the selection process for the Coordinators, Executive Assistant(s) and First Year Student Representative(s);
- Work with the Director and Assistant Director to provide training for the Treasurers, Minister of Information, Coordinators, Executive Assistant(s), First Year Student Representative(s), and Cabinet;
- Provide appropriate training for incoming Co-Presidents after their election in February;
- Meet on a regular basis with the Director and Assistant Director
- Serve on the Campus Y Advisory Board, and carry out any responsibilities included in such a position;
- Communicate clear expectations to the Executive Committee and Cabinet concerning their responsibilities;
- Have a working knowledge of all programming at the Campus Y;
- Call Executive Session when necessary; at which time the Director and Assistant Director shall neither vote nor attend;
- Organize elections for the succeeding Executive Committee at the end of the term; and
- Write an annual report.
Section 5
It shall be the responsibilities of the Co-Treasurers of the Executive Committee to:
- Work with the Office Manager to administer all finances of the University of North Carolina at Chapel Hill Campus Y;
- Prepare and present the annual program and special budgets for approval by the Executive Committee, Cabinet in consultation with the Advisory Board;
- Work with the Executive Committee, the Fundraising Committee, the Director, the Assistant Director and the Advisory Board in planning and implementing fundraising projects;
- Serve on the Advisory Board and appropriate Advisory Board subcommittees;
- Assist in the training of the incoming Co-Treasurers upon their election in February; and
- Write an annual report.
Section 6
It shall be the responsibilities of the Minister of Information of the Executive Committee to:
- Record and publish minutes of all Executive Committee and Cabinet meetings;
- otify all members of the Executive Committee and Cabinet of their respective meetings, or appoint someone to do so;
- Keep organized files of all correspondence and written work produced by the Executive Committee and Cabinet;
- Assist in the training of the incoming Minister of Information upon his/her election in February; and
- Write an annual report.
Section 7
It shall be the responsibility of the Committee Coordinator to:
- Work with the Director, Assistant Director, and Executive Committee and coordinate the selection, training, and continual support of the committee chairpersons;
- Represent the committees on the Executive Committee;
- Assist Co-Chairs of the committees when needed;
- Work with the other Co-chairs and Executive Committee members to organize major recruitment efforts at the beginning of each semester;
- Coordinate activities that involve the entire University of North Carolina at Chapel Hill Campus Y;
- Have a working knowledge of committees’ histories, purposes, goals, and activities;
- Assist in the training of the incoming Committee Coordinator upon his/her appointment; and
- Write an annual report.
Section 8
It shall be the responsibility of the Membership Coordinator to:
- Keep detailed and accurate records of Campus Y membership;
- Log hours of service and activism work done by Campus Y members;
- Organize events to increase awareness about the Campus Y, both for current members and prospective new members;
- Perform outreach efforts on behalf of the Campus Y to recruit new members;
- Write a monthly membership newsletter;
- Assist in the training of the incoming Membership Coordinator upon his or her selection; and
- Write an annual report.
Section 9
It shall be the responsibility of the Co-Publicity Coordinator(s) to:
- Design and produce publicity brochures, pamphlets, and other publications for the Campus Y;
- Oversee the development of the Campus Y website;
- Strive continually to put the name and mission of the Campus Y into the University’s consciousness;
- Publish a quarterly newsletter for members, faculty, and staff, as well as Campus Y alumni and friends;
- Assist in the training of the incoming Co-Publicity Coordinators upon their selection; and
- Write an annual report.
Section 10
The duties of the Executive Committee Executive Assistant shall include, but are not limited to, the facilitation of special events of the Executive Committee, the Cabinet, and the entire Campus Y membership, and service on the Campus Y Executive Committee. The responsibilities shall be defined upon their appointment in the spring by the Co-Presidents and the appointee, taking into account the abilities of the student and the needs of the University of North Carolina at Chapel Hill Campus Y.
Section 11
The First Year Student Representative(s) serves as a representative of the first year class at the University. The responsibilities of the First Year Student Representative shall be determined by the Co-Presidents and the appointee, taking into account the abilities of the student and the needs of the University of North Carolina at Chapel Hill Campus Y.
Article V - Cabinet
Section 1
The Cabinet shall consist of the Executive Committee and the Chairpersons of all committees of the University of North Carolina at Chapel Hill Campus Y. The Cabinet shall meet monthly, or as called by the Presidents, to evaluate, communicate, and promote the goals of the University of North Carolina at Chapel Hill Campus Y.
Section 2
It shall be the responsibilities of each Chairperson to:
- Call and preside over their respective committee meetings;
- Promote activism and education;
- Meet with the Director and/or the Associate Director on a regular basis;
- Work with other chairpersons of their committee and members of their committee to set goals and objectives;
- Participate in all Campus Y-sponsored activities which may include, but are not limited to, Craftsfest, the Campus Y Newsletter, Footfalls Roadrace, Publicity, and Y-Horizons;
- Attend all training workshops and Cabinet meetings;
- Work with the Co-Treasurers to request and maintain a committee budget;
- Encourage payment of membership dues;
- Represent respective committees to the Cabinet;
- Assist in the training of incoming chairpeople upon their appointment in the spring;
- Write an annual report evaluating committee progress for the year.
Article VI - Elections, Appointments, Terms of Office, and Officer Changes
Section 1
The two Presidents (one male, one female), two Treasurers (one male, one female), and one Minister of Information shall be elected by the registered, full-time-student members of the University of North Carolina at Chapel Hill Campus Y, and their election shall be conducted on the second Tuesday in February. In order to be named on the ballot, all candidates must have their application for election approved by two-thirds of the Cabinet. In the preliminary vote, the Cabinet should only reject applications for elected office that do not clearly coincide with the mission of the University of North Carolina at Chapel Hill Campus Y.
Section 2
The newly elected officers shall interview and appoint by a majority vote of all present, the Executive Assistant and First Year Student Representative. All appointments shall me made based upon a process of application and interview and discussion by the entire Executive Committee.The Director and Associate Director shall serve in an advisory role but shall not vote. The appointment of the Executive Assistant shall be conducted in February and the appointment of the First Year Student Representative shall be conducted as early in the fall semester as feasible.
Section 3
All terms of office shall be from the date of election or appointment through Spring Break of the following year.
Section 4
In the event that an elected position is vacated prior to the end of the stated term or that there are insufficient candidates to fill elected offices, the Executive Committee shall appoint someone to the available position through an application and interview process. All decisions shall be made in Executive Session by a majority vote.
Section 5
In the event that an appointed position of the Executive Committee shall be vacated prior to the end of the stated term, the Executive Committee shall appoint someone to the available position through an application and interview process. All decisions shall be make on Executive Session by a majority vote.
Section 6
In the event than an appointed co-chair position is vacated prior to the end of the stated term, a new co-chair may be nominated for the position by the a vote in the committee. This nomination would be subject to approval by the standing co-chair and the Executive Committee.
Section 7
In the event that an elected or appointed officer of the Executive Committee must be asked to leave office, it shall require a 2/3 vote of the Executive Committee for removal.
Section 8
In the event that either no male or no female candidates should run for positions of elected office in the spring (Co-President or Co-Treasurer), the two candidates of the other gender winning the most votes shall assume that office together. No candidate shall be allowed to run for more than one office simultaneously.
Section 9
No member of the Executive committee shall work or speak publicly for or against any candidate in a Campus Y election.
Section 10
A candidates meeting shall be held twenty-one (21) days before the Campus Y election. At this meeting the candidates will learn of all election guidelines from the current Campus Y Co-Presidents. This meeting must be announced to the Campus Y membership atleast twenty-eight (28) days before the Campus Y election.
Section 11
Campaign Finances. Each candidate will abide by a spending limit of $40.00 to be used for their own campaign. A financial report containing documentation of campaign expenditures must be given to the current executive committee twenty-four (24) hours after the end of the Campus Y election.
Section 12
Run-off Election. In the event that no candidate for any office receives a majority of the votes taken during a regular Campus Y Election, a run-off election will be held between the two candidates receiving the most votes for that office during the regular election. The run-off election, if needed, will take place seven (7) days after the regular election.
Section 13
Applications for elected offices will be due fourteen (14) days before the Campus Y election. Candidates will include a written summary (150 word maximum) of their platforms. A candidates forum will be held during the cabinet meeting immediately prior to the regular election, and this forum will be open to the general membership.
Section 14
Use of technology. One week prior to the regular elections, the executive committee will send an email to the Campus Y membership listserve containing the written summaries of each candidate's platform. If they wish, Co-Chairs may send this exact email to their committee members. No candidate will be allowed to individually solicit committee or membership listserves.
Section 15
Use of Campus Y Resources. No Campus Y resources should be used for any campaigning purposes. Candidates may begin campaigning fourteen (14) days prior to the regular Campus Y election. Co-chairs may invite candidates to speak to committees, provided that all candidates receive the same opportunity to speak.
Section 16
Write-in candidates may be permitted during the regular election, provided that the write-in candidate is a Campus Y member as defined under Article III.
Article VII - New Committee Affiliation
Section 1
New committees wishing to affiliate with the University of North Carolina at Chapel Hill Campus Y must submit a written proposal of their intent to be discussed by the Executive Committee. If approved by 2/3 of the members of the Executive Committee, the proposal shall be presented to the full Cabinet for consideration at which time a majority vote shall be required for approval of the affiliation.
Article VIII - Amendments
Section 1
Amendments must be submitted in written form for consideration by the Executive Committee. If approved by a 2/3 majority of the members of the Executive Committee, the proposal shall be presented to the full Cabinet for discussion at which time a 2/3 vote shall be required for approval.
Section 2
A set of by-laws will be drawn up if declared necessary by the Executive Committee.
Section 3
The Constitution of the University of North Carolina at Chapel Hill Campus Y may be suspended by a 2/3 vote of the Executive Committee.
